Shared Responsibility Agreement

The Billiluna community want better community facilities to make medical evacuations safer and provide for economic development through tourism.

Billiluna is part of the East Kimberley Council of Australian Governments (COAG) trial. The community’s two new SRAs build on two previous SRAs that provided an interim regional administration centre and sports equipment/healthy activities for young people.

The first of the new SRAs focuses on health. The Australian Government is funding improved airstrip lighting to make take off and landing safer for the Royal Flying Doctor Service.

The community will be focusing on its own health through participation in health-education programs designed to identify health, hygiene and nutritional problems. These will assist in the early detection and treatment of health problems and reduce the need for emergency evacuations. The community will also maintain the airstrip.

Through the second SRA, the Australian Government will install new fuel tanks and bowsers. These will provide an important community facility as well as encouraging visits from travellers on the nearby Canning Stock Route and Tanami Road.

The new bowsers will be stocked only with Opal fuel, which cannot be sniffed. Community members will participate in fuel-handling training and other retail training in the expectation that more tourist visits will generate employment and community income.

Other activities linked to this SRA include improved rubbish disposal, paying rents on time to support the cost of repairs and maintenance to community houses, and getting kids to attend school and after-school activities.
