Shared Responsibility Agreement
Lockhart River is part of the Cape York Council of Australian Governments (COAG) trial, led by the Department of Employment and Workplace Relations.
The community signed an SRA in December 2003 with the Australian and Queensland Governments to help them develop a community plan around economic development and improved community involvement in education.
The community has recently completed a Community Plan 2004-08 that sets out the community’s desired outcomes and performance indicators for ten areas relating to housing, men’s and women’s issues, justice, and employment. The community’s priorities are to develop their outstations and improve access by road and sea, break the unemployment cycle, celebrate and teach traditional ways, improve housing and community facilities, have the best possible education for their children and build their capacity. A senior community development officer (from the Queensland Government) is assisting the community.
To implement the Community Plan, the community has developed a Puuya Strategy, through which the community and governments will work together. This is one of the earlier agreements arising out of the COAG trials. It does not include community, family or individual obligations.
